| RECOMMENDATION: |
Recommendation Concerning the Machine Repair/Rebuild of a Caterpillar 725 6x6 Articulated Truck - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board take the following action:
A. Authorize the single-source purchase of a machine repair/rebuild of a County-owned Caterpillar 725 6x6 Articulated Truck (Serial #B1L01090, PN 58883), for the Operations Division of the Escambia County Waste Services Department, in accordance with State of Florida Statute 287-057(3)(c) regarding the exception of single source commodities or contractual services from competitive-solicitation requirements, no responses were received; and
B. Authorize the issuance of a Purchase Order Contract to Thompson Tractor Co., Inc. SS 17-18.001, in the amount of $277,755, for the machine repair/rebuild of a County-owned Caterpillar 725 6x6 Articulated Truck.

| BACKGROUND: |
The Caterpillar 725, 6x6 Articulated Dump Truck, PN 58883, has been in operation at the Perdido Landfill for approximately nine years. Current operating hours are in excess of 8,000 hours. This equipment is an all-terrain unit used in Landfill Operations to maintain the facility in compliance with the Landfill's FDEP Operating Permit. It is primarily utilized to transport cover materials to the active landfill site and perform routine site maintenance as required. Machine repair/rebuild will result in the extension of the useful life of this unit a minimum of 5-7 years with a savings of approximately $92,809, versus the cost of purchasing a new machine for approximately $370,564 (per National IPA Contract).
In accordance with State of Florida Statute 287.057(3)(c) regarding the exception of single source commodities or contractual services from competitive-solicitation requirements, specification SS 17-18.001 Machine repair/rebuild of a Caterpillar 725 6x6 Articulated Truck, Serial #B1L01090, PN 58883, was posted on the Escambia County web site beginning August 8, 2018 for a period of seven days. No responses were received. |

| This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and award a Purchase Order and State of Florida Statute 287.057(3)(c). |
