RECOMMENDATION:
Recommendation Concerning a Contract Award for Barber Services for the Escambia County Jail - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign Agreements between Escambia County, Florida, and Eddie Snell, Barber, and Leron D. Burnett d/b/a Goodfellas Barber Shop for Barber Services, per the terms and conditions of PD 17-18.075, Barber and Beautician Services for the Escambia County Jail, for three years with two one year renewals at the rate of $9.00 per haircut or shave.

BACKGROUND:
The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on July 9, 2018.  Twelve contractors were notified.  The Solicitation requested pricing on Barber Services for either a haircut or a shave and Beautician Services for a haircut.  Vendors could bid on one or both services.   A Non-Mandatory Pre-Solicitation Conference was held on July 24, 2018. Four vendors were represented at that meeting.  Bids were received from four vendors on August 10 2018.  Laytonya Carter did not provide a State of Florida occupational license for Barbers or Beauticians as required in the solicitation and was deemed non responsive.  There was only one responsive bidder for Beautician Services but the pricing offered was determined to exceed budget and we will rebid those services.  Leron Bernett, Goodfellas Barber Shop, and Eddie Snell are the lowest and most responsive and responsible bidders for Barber Services.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
 The Office of Purchasing will issue the Attorney's Stand Alone Contracts and Purchase Order.
