RECOMMENDATION:
Recommendation Concerning Contract Amendment Ratification for Debris Monitoring Services - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board ratify the Amendment of Agreement between Escambia County, Florida, and Thompson Consulting Services, LLC, related to PD 17-18.007, Debris Monitoring Services as related to the parties wishing to amend the Agreement to incorporate Exhibit E setting forth additional provisions that may be applicable in the event Federal Emergency Management Agency (FEMA) financial assistance is used to fund all or a portion of the Agreement.

The provided Amendment of Agreement was signed by the firm and administration before it was realized that the Board had not approved.

BACKGROUND:
The Board approved the Agreement between Escambia County, Florida, and Thompson Consulting Services, LLC, on June 6, 2018, by a vote of 5 - 0.

Requests for Letters of Interest, PD 17-18.007,Debris Monitoring Services was publicly noticed on February 2, 2018, to 89 known firms. Responses were received from three firms on March 1, 2018. The Selection/Negotiation Committee ranked in the following order:

     1.Thompson Consulting Services, LLC;
     2.Tetra Tech, Inc.; and
     3. Witt O'Brien's, LLC.

Thompson Consulting Services, LLC, provided their initial Fee Proposal on April 10, 2018.  The first negotiation meeting was held on April 12, 2018, and revisions were requested by the Committee. The second negotiation meeting was held on April 26, 2018, and the Final and Best Offer was established.
BUDGETARY IMPACT:
The funding source will be determined when the event occurs.
