RECOMMENDATION:
Recommendation Concerning the Contract Award for Design Services for Galvez Boat Ramp Improvement Project - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida and Municipal Engineering Services, Inc., per the terms and conditions of PD 18-19.067, Design Services for Galvez Boat Ramp Improvement Project, in the amount of $202,632 for basic design services, and $76,810 for optional/allowance for complete design, for a lump sum amount of $279,442.

BACKGROUND:
Municipal Engineering Services, Inc., will develop construction plans for the Galvez Boat Ramp Improvement Project located in District 2 based on the specifications made by the Construction Management Division of the Escambia County Engineering Department and the Marine Resources Division of the Escambia County Natural Resources Management Division, in the terms and conditions of PD 18-19.067, Design Services for Galvez Boat Ramp Improvement Project.
 
A preliminary conceptual plan was approved by the Marine Advisory Committee at the March 11, 2019, meeting.

The intent of this project is to:
  1.  Relocate the boat ramps and docks to the end of Cruzat Way. The boat ramp will consist of a single ramp, wide enough for two boats to be launched simultaneously into the Intracoastal Waterway. The boat ramp and accessory docks will provide for safe and convenient use for all persons and be compliant with all ADA and Universal Access regulations.
  2. Construct a permanent restroom facility. The restroom will provide for safe and convenient use for all persons and be compliant with all ADA and Universal Access regulations.
  3. Reconfigure the parking area to provide for at least 58 parking spaces for vehicles with trailers, and at least 16 parking spaces for vehicles without trailers.   4. Provide sidewalk access to ramps, docks, parking, restrooms, adjacent park, etc. The sidewalks will provide for safe and convenient use for all persons and be compliant with all ADA and Universal Access regulations.
  5. Reconstruct or resurface Galvez Road and Cruzat Way.
  6. Provide improvements at the intersections of Galvez Road and Innerarity Point Road and Cruzat Way and Innerarity Point Road if required.
A/E services shall provide construction plans, identification of permitting requirements and fees, public involvement, bid documents, bid assistance, and full project construction oversight for the Galvez Boat Ramp Improvement Project.
 
The Request for Letters of Interest were submitted to 173 known firms on May 28, 2019. Two firms responded and the Selection/Negotiation Committee ranked the firms in the following order:

1. Municipal Engineering Services, Inc.; and
2. Baskerville-Donovan, Inc.

Two negotiation meetings were held resulting in the Final and Best Offer being established on July 30, 2019, in the amount of $202,632 for basic design services and $76,810 for optional/allowance for complete design, for a lump sum amount of $279,442.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects.
