RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #235 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #235, Gulf Coast Restoration Fund (118), in the amount of $181,491, to recognize additional Grant proceeds from the Florida Fish and Wildlife Conservation Commission (FWC), and to appropriate these funds to construct artificial reefs under the Deepwater Horizon Natural Resources Damages Assessment (NRDA) Early Restoration Program. FWC is allowing up to 5% of the funds to be used by Escambia County to pay for expenses relating to managing the artificial reef projects.
BACKGROUND:
Escambia County has been awarded funds from Florida FWC to construct artificial reefs by deploying prefabricated modules within sites permitted to Escambia County by US Army Corps of Engineering and Florida Department of Environmental Protection. FWC is allowing up to 5% of the funds to be used by Escambia County to pay for expenses relating to managing the artificial reef projects.

At its regular meeting on January 7, 2016, the Board approved submitting an Application to the Florida Trustees for funding to construct artificial reefs through Natural Resources Damages Assessment (NRDA) Early Restoration as a result of the Deepwater Horizon Oil Spill. Florida Fish and Wildlife Conservation Commission (FWC) has managed the funding to Escambia County through the original FWC Agreement No. 15153. Funds have been used to construct artificial reefs by deploying prefabricated modules within sites permitted to Escambia County by US Army Corps of Engineers and Florida Department of Environmental Protection. 

Amendment No. 2 will increase the maximum compensation amount from $2,701,795.15, to $2,883,285.48 and increase the cumulative maximum allowable module footprint from 57,719 square feet, to 59,729 square feet. Furthermore, it will extend the Agreement expiration date to December 31, 2020, from June 30, 2019, as approved with Amendment No. 1.
BUDGETARY IMPACT:
This Amendment will increase Fund 118 by $181,491.
