RECOMMENDATION:

Recommendation Concerning Escambia County Employee Health Clinic - Paulette Stallworth, Interim Human Resources Director

That the Board take the following action concerning the Escambia County Employee Health Clinic:

A. Approve a one-year Contract extension, with Concentra Health Services, Inc., for the Employee Health Clinic; and

B. Authorize the Chairman to sign the one-year extension Contract with Concentra Health Services.

BACKGROUND:

The Escambia County Health Clinic Agreement was signed in September 2010, with the Clinic opening in January 2011. Per the Contract, the Agreement was extended yearly. In 2015, it was determined that a feasibility study should be conducted. AON Hewitt conducted the feasibility study and it was determined that the Clinic should be retained and the two parties should negotiate a new Agreement. In August 2016, the Board approved a two-year contract with the option for two one-year extensions. In 2018, the Board authorized the first of the two one-year extensions. On June 20, 2019, the Board directed to authorize the final one-year extension.

The total cost of the extension is $1,076,778.88 (the County’s cost will be $807,584.16.) There is a 3% increase each year for staffing expenses.

BUDGETARY IMPACT:

Funding for the Clinic is through Fund Code 501, Internal Service Fund.

POLICY/REQUIREMENT FOR BOARD ACTION:

BCC Regular Meeting on June 20, 2019, the Board approved recommendation for staff to proceed with a one-year extension of the Contract.

IMPLEMENTATION/COORDINATION:

Upon Board approval, the Human Resources Department will coordinate with Concentra to execute the Agreement.
