RECOMMENDATION:
Recommendation Concerning the Contract Award for Design Services for the Eleven Mile Creek Stormwater Project at West Roberts Road - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 18-19.015, Design Services for Eleven Mile Creek Stormwater Project at West Roberts Road for Basic Services at $149,725, and Optional Services at $85,299, for a total of $235,024.

BACKGROUND:
Requests for Letters of Interest, PD 18-19.015, Design Services for Eleven Mile Creek Stormwater Project at West Roberts Road were publicly noticed on February 19, 2019, to 242 known firms. Responses were received from three firms on March 19, 2019. The Selection/Negotiation Committee ranked in the following order on April 23, 2019:

1. Mott MacDonald Florida, LLC;
2. Tetra Tech, Inc.; and
3. Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying.

Mott MacDonald Florida, LLC, provided their initial fee proposal on June 10, 2019. The first negotiation meeting was held on May 1, 2019. The second negotiation meeting was held on June 11, 2019. Final and Best Offers were established on June 18, 2019, establishing the fee for Basic Services at $149,725, and Optional Services at $85,299, for a total of $235,024.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
