RECOMMENDATION:
Recommendation Concerning Application for the Hurricane Loss Mitigation Program - Tonya Green, Neighborhood & Human Services Department Director

That the Board acknowledge the submission of the Hurricane Loss Mitigation Program Application for $194,000, to the State of Florida Division of Emergency Management as signed by the Interim Assistant County Administrator.
BACKGROUND:
On July 1, 2019, the State of Florida released a Request for Proposals for the Hurricane Loss Mitigation Program (HLMP)/RFP No: RFP-DEM-18-19-045 (Exhibit I) soliciting proposals from local governments or not for profits to perform mitigation retrofit improvements to approved structures. Eligible improvements include replacement of roof sheathing and roof coverings, strengthening of roof deck attachments, installation of hurricane straps and secondary water barriers, etc. The deadline for the application was July 24, 2019. The Neighborhood & Human Services (NHS) Department worked with not for profit Rebuild Northwest Florida, Inc. (Rebuild) to submit an Application requesting $194,000 (Exhibit II) by the required deadline. The proposed Application anticipates Rebuild implementing the project as a subrecipient, with referrals to be provided by NHS. Applicant priority will be given to residents located in County Community Redevelopment Areas. If any funds remain after those referrals are assisted, the balance will be utilized to address applicants currently on Rebuild's waiting list that are on fixed incomes and cannot provide the 25% match required by their existing program. All funds must be expended by June 2020.  Award notices from the State are anticipated August 12, 2019.

If funding is awarded, a Grant Agreement will be brought back to the Board for approval, as well as a Subrecipient Agreement with Rebuild. No match is required for this Grant.
BUDGETARY IMPACT:
No match is required for the Application. If awarded, Grant funds will be deposited into Fund 151 and/or Fund 110, Cost Center to be determined. An advance may be requested, with requests provided on a reimbursable basis.
LEGAL CONSIDERATIONS/SIGN-OFF:
If funding is awarded by the State, a Grant Agreement between the County and FDEM will be submitted to the Board for approval, as well as a Subrecipient Agreement with Rebuild, which will be reviewed and approved by the County Attorney's office.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Application is in compliance with the County Competitive Grant Application Policy.
IMPLEMENTATION/COORDINATION:
If funding is approved by the State, the Grant will be implemented by NHS/Community Redevelopment Agency staff in conjunction with Rebuild.
