RECOMMENDATION:
Recommendation Concerning the Contract Extension for PD 17-18.072, for the Dredging of Lafitte Cove Canal - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Contract Extension for the dredging of Lafitte Cove Canal:

A.  Approve the first 12-month contract extension, effective October 1, 2019, to Coastal Reef Builders, Inc., per the terms and conditions of PD 17-18.072, for the dredging of Lafitte Cove Canal, in the amount not-to-exceed $65,000; and

B.  Authorize the County Administrator to sign all related documents.

BACKGROUND:
The Engineering Department currently manages the dredging activities, with a dredging contractor to perform the necessary dredges (approximately 4 month intervals) each year. The proposed dredging schedule is set for Spring, Summer and Fall of each year within the contractual length of schedule. The contractor is to mechanically dredge up to 1200 cubic yards of material, but no more than absolutely necessary for vessels to adequately navigate the canal. The area to be dredged is approximately a 50’ x 95’ area to - 5.0 Mean Low Water at the entrance of the canal, per the Army Corps of Engineers (ACOE) permit. The contractor is to transport and discharge the dredged materials to the upland discharge site, which is the vacant parcel south of the existing Pensacola Beach Water Towers located on the east side of Little Sabine Inlet.

On September 6, 2018, the Board awarded Contract PD 17-18.072, Dredging of Lafitte Cove Canal, to Coastal Reef Builders, Inc. The original contract term allowed a Contract extension renewal option for two 12-month periods. This approval would exercise the first extension of this Contract with an expiration date of September 30, 2020. The 36-month Contract will expire on October 1, 2021.

The County receives a reimbursement of $65,000 annually from the Santa Rosa Island Authority for the routine maintenance dredging of the entrance of Lafitte Cove Canal.
BUDGETARY IMPACT:
Funds are available in Fund 175, Transportation Trust Fund, Cost Center 211602, Object Code 54601.

Santa Rosa Island Authority (SRIA) will reimburse Escambia County for the cost of the annual dredging.
