RECOMMENDATION:
Recommendation Concerning the Purchase of Self-Contained Breathing Apparatus for Escambia County Fire/Rescue - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action concerning the purchase of Self-Contained Breathing Apparatus (SCBA) for Escambia County Fire/Rescue: 

A. Authorize the County Administrator to sign the Purchase Order to Ten-8 Fire Equipment, Inc., in the amount of $2,905,922.45, per the terms and conditions of PD 18-19.061, Self-Contained Breathing Apparatus for Escambia County Fire/Rescue;

B. Approve a Budget Amendment, in the amount of $2,880,922.45, from Local Option Sales Tax (LOST) IV Project 19FS0879, Fire Department Buildings to Project 19FS0429, Fire Apparatus/Staff Vehicles; and

C. Authorize the trade-in of the existing Fire/Rescue SCBA equipment. The Fire/Rescue Department will be coordinating the trade-in of surplus equipment to Ten-8 Fire Equipment, Inc., for a credit in the amount of $25,000, towards the new SCBA equipment purchase, leaving a total cost to the County for this solicitation at $2,880,922.45.

BACKGROUND:
Invitation to Bid for PD 18-19.061, Self-Contained Breathing Apparatus for Escambia County Fire/Rescue was publicly noticed on May 9, 2019, to 21 known firms. The solicitation summary was viewed by 28 individuals and was downloaded by 22 individuals within those firms. Bids were received on June 13, 2019, from four firms. One firm was responsive with regarding the bid items as requested. Two firms were non-responsive, in that they offered a make and model of self-contained breathing apparatus that was not acceptable, while a third firm submitted a "no bid" response.

The solicitation was distributed with a request for quantity 900 of 30-minute air cylinders (#10175712) and quantity 100 of 45-minute air cylinders (#10175713). During the solicitation process, it was discovered that the upcoming National Fire Protection Agency (NFPA) standards for Fire Department Occupational Safety, Health, and Wellness Program would not include the 30-minute air cylinder in their approved standards. With this in mind, the Fire/Rescue Department will not be purchasing any of the 30-minute air cylinders and will instead buy 1,000 of the 45-minute air cylinders. Due to this change, there is a change in the requested Purchase Order amount from the original bid response amount of $2,716,832.45, to $2,905,922.45.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 45 Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
