RECOMMENDATION:
Recommendation Concerning the Contract Award for Emergency Medical Services EMT & Paramedic Training - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and;

A. The Rescue Company 1, LLC, in the amount of $144,696.91; or

B. Emergency Educational Training Institute, Inc., in the amount of $243,250; 

per the terms and conditions of PD 18-19.066, Emergency Medical Services EMT & Paramedic Training.

BACKGROUND:
The Invitation to Bid was advertised in the Pensacola News Journal on May 22, 2019.  Thirty firms were noticed through email of the solicitation.  On June 5, 2019 two responses were received.

The Rescue Company 1, LLC is not on the State of Florida, Department of Health list of continuing education providers.

Emergency Educational Training Institute, Inc. is on the State of Florida, Department of Health list of continuing education providers (provider number 50-19471, pg 4 of continuing-education-providers.pdf).

In order to establish the firms ability to provide the necessary training each firm was asked "In an attempt to determine a firm for recommendation to the Board of County Commissioners can you provide a list of instructors that will be providing the training classes?".  Their response is as follows:

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the County Attorney's agreement and associated Purchase Order.
