RECOMMENDATION:
9:01 a.m. First of two Public Hearings to receive input on the designation of Atwood, Ensley, Oakfield, and Cantonment Community Redevelopment Areas as Brownfield Areas.

Recommendation:  That the Board hold the first of two Public Hearings to receive input on the designation of Atwood, Ensley, Oakfield, and Cantonment Community Redevelopment Areas as Brownfield areas for the purposes of economic development and environmental rehabilitation.
BACKGROUND:
Escambia County seeks designation of the Atwood, Ensley, Oakfield and Cantonment CRAs as Brownfield Areas.  In 2011 the County designated the Palafox, Englewood, Brownsville, Barrancas and Warrington CRAs as Brownfields. In 2010, 2014 and 2015 the County added four additional CRAs - Atwood, Ensley, Oakfield and Cantonment. This Resolution seeks to designate these four newer CRAs as brownfields for the purposes of economic development and environmental rehabilitation incentives offered via State programs. Brownfield program incentives include, but are not limited to, the Brownfield Redevelopment Bonus Tax Refund, the Voluntary Cleanup Tax Credit (VCTC) and the Building Materials Sales Tax Refund. The project will be consistent with the land use plan and will reduce slum and blight, stimulate commercial development, and create new jobs.

To gain public input of these proposed designations, Community meetings were held with the two active community groups, the Cantonment Improvement Committee and the Atwood Neighborhood Group. The designations will not require funding but will make available incentives through State redevelopment programs.
BUDGETARY IMPACT:
The is no budgetary impact to the County.
LEGAL CONSIDERATIONS/SIGN-OFF:
Stephen G. West, Senior Assistant County Attorney, has approved the Resolution as to form and legal sufficiency.
PERSONNEL:
No impact to personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy Section 1, A (6)
IMPLEMENTATION/COORDINATION:
Brownfield Coordinator and Department of Natural Resources Management staff will coordinate and take necessary action required for the designation.
