That the Board approve and authorize the Interim County Administrator to execute the following Change Order to Jehle-Halstead, Inc., for the South Old Corry Field Road Sidewalk and Drainage Improvement Project:

BACKGROUND:
On October 25, 2016, a task order was issued to Jehle-Halsead, Inc. to design sidewalks and drainage improvements along South Old Corry Field Road between Jones Creek and Warrington Middle School.
 
The Board approved Change Order #1, in the amount of $28,284.94, on November 30, 2017, which added Surface, Utility, Excavation (SUE) work to the contract. SUE work was required in order to confirm the alignments, types, and evaluations of existing utilities.
 
The Board approved Change Order #2, in the amount of $7,718.42, on December 6, 2018, which added additional design services to the Jehle-Halstead, Inc. contract for the purpose of providing landscaping/beautification plans for the new bridge. Design scope includes lighting and landscaping features around the bridge.

This Change Order, #3, in the amount of $4,470.86, provides electrical and irrigation plans for the beautification portion of the project. The scope also adds hours for phase kickoff and review meetings, and plan interpretation/oversight for added improvements.

 

The improvements provided for in this Change Order complement an action strategy identified in the Community Redevelopment Agency (CRA) Warrington Redevelopment Area Plan, which outlines how CRA will work with the Warrington community to further enhance neighborhood pride through gateway beautifications. As part of this plan, CRA has also furnished lighting for the Navy Boulevard Bridge and the Navy Point Bridge. 

CRA staff and members of the Warrington Revitalization Committee have reviewed and approved this Change Order, particularly as it applies to bridge lighting and other operations. The upgrades this Change Order will fund will serve to further develop multi-faceted components of other ongoing projects, including the North Old Corry Field Road Sidewalk and Glynn Key Boardwalk projects, which will highlight the gateway to the Warrington community and provide additional aesthetics (landscaping, beautification, and lighting) for the South Old Corry Field Road Bridge Project. 

This project is located in Commission District 2.

BUDGETARY IMPACT:
Funds are available in Fund 151, "Community Redevelopment," Cost Center 370114, "CRA Warrington", Object Code 56301.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
