| RECOMMENDATION: |
Recommendation Concerning Contract Award for District 1 Bellview Library Conversion - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County and STOA International/Florida, Inc., per the terms and conditions of PD 18-19.026, District 1 Bellview Library Conversion, for a total amount of $204,068.

| BACKGROUND: |
Requests for Letters of Interest, PD 18-19.026, District 1 Bellview Library Conversiont were publicly noticed on Monday, March 4, 2019 to three hundred five known firms. Responses were received from three firms on Tuesday, March 19, 2019. The Selection/Negotiation Committee ranked in the following order on April 5, 2019:
1. STOA International /FL, Inc. dba STOA Architects
2. Quina Grundhoefer Architects, P.A
3. TOWES + architects, P.A.
STOA International /FL, Inc. dba STOA Architects provided their initial fee proposal on Monday, April 29, 2019. The first negotiation meeting was held on Thursday, May 2, 2019. Final and Best Offers were established on Tuesday, May 7, 2019 establishing the fee at a lump sum of $204,068. |

| IMPLEMENTATION/COORDINATION: |
| The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order. |
