RECOMMENDATION:
Recommendation Concerning the Reallocation of Capital Improvement Program Funds - Joy Jones, P.E., Engineering Department Director

That the Board approve the reallocation of funds from Fund 352, LOST III, Cost Center 210107, Transportation and Drainage (T&D), in the amount of $92,896, from project funding to be determined to Willowbrook Lake Dam Reconstruction Project. These funds will be utilized for construction engineering and inspection services ($35,000) to ensure that the specialized clay core of the new dam is constructed per the geotechnical specifications, and will provide a 5% contingency allowance for any unforeseen changes required during construction ($57,896).  

This project is located in Commission District 5.

BACKGROUND:

Meeting in regular session on February 21, 2019, the Board awarded Contract 18-19.013 Willowbrook Lake Dam Reconstruction Project to Panhandle Grading and Paving, Inc. Willowbrook Lake, located in District 5, serves as a stormwater retention pond for the areas south of Kingsfield Road, north of Ten Mile Road, east of US 29, and west of Chemstrand Road.
 
The dam structure at Willowbrook Lake was severely damaged during the April 2014 Storm Event, which compromised  Chemstrand Road, a major corridor to industries north of Nine Mile Road. To ensure that the infrastructure along Chemstrand Road would not be compromised in the future, the County agreed to obtain drainage easements over the area and rebuild the dam. The Board approved easements for the project on July 7, 2015 and August 1, 2019.

The Public purpose of this project is to reconstruct the dam to provide stormwater treatment for the area, protection of Chemstrand Road, and protection of downstream properties. The lake behind the dam will serve as a stormwater treatment system for nearly one square mile lying between Chemstrand Road, US 29, Ten Mile Road, and Kingsfield Road. All environmental permits for the project have been received and construction is underway.

This recommendation is to request reallocation of funds, in the amount of $92,896, from project funding to be determined to the Willowbrook Lake Dam Reconstruction Project, which will be utilized for construction engineering and inspection services ($35,000) to ensure the specialized clay core of the new dam is constructed per the geotechnical specifications, and will also provide a 5% contingency allowance for any unforeseen changes during construction ($57,896) without causing delay. 
 
Total Spent on Project to Date:  $1,367,101.29. 

BUDGETARY IMPACT:
No budgetary impact occurs. Funding is currently available in Fund 352, Local Option Sales Tax III, Account 210107, Transportation and Drainage.

Scheduling and prioritization of Capital Improvement Projects are at the discretion of the Board.

Upon Board approval of this request, a budget amendment will be forwarded to the Office of Management and Budget to reallocate the funds to the appropriate projects.
