RECOMMENDATION:
Recommendation Concerning the Application for the E-9-1-1 State Grant Program - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Application for the E-9-1-1 State Grant Program:

A. Authorize the Chairman, or designee, to submit the E-9-1-1 State Grant Application; and

B. Authorize the Chairman, or designee, to sign all related documents.
BACKGROUND:
 The county’s 9-1-1 system is comprised of three Public Safety Answering Points (PSAP’s) including Escambia County 9-1-1, Escambia County Sheriff’s Office, and City of Pensacola Police Department. The 9-1-1 system was last upgraded in September of 2014 and will be reaching the end of its expected lifecycle and end of warranty in FY 19. The system is starting to exhibit hardware failures primary at the console positions.
 
 Grant funding is limited to eligible expenditures for one PSAP/system per county. Our system is geo-diverse across two PSAPs (best practice) and grant funding has been approved for similar systems. The proposed grant project will upgrade the Vesta 9-1-1 geo- redundant cores and ancillary equipment for Side A housed at the Escambia County Emergency Communications Center and Side B housed at the Escambia County Sheriff’s Office. An upgrade of the current Vesta system is the lowest cost option utilizing current software license. It will eliminate downtime and disruption of services experienced with end of life/end of support replacements. The proposed grant upgrade/replacement complies with the maintenance and service recommendations of both the manufacturer and requirements specified in the State E911 Plan.
 
Grant funding is limited to eligible expenditures for one PSAP/system per county. Pensacola Police Department (remote PSAP) will be upgraded simultaneously using $155,497.00 of current
9-1-1 reserve funds.
 
The proposed grant project will include 4 CommandPost modules for portable answering of 9-1-1 calls during emergency relocation or disaster recovery operations.
 
This upgrade ensures that the 9-1-1 system hardware is 100% reliable and that the software remains up to date with features and security. The task will include installation and cutover to new servers, routers, firewalls, call console positions, etc. and update of the system software including mapping. The upgrade will include:
 
 
  • Equipment hardware & software
  • Installation & management services
  • Admin & User training
  • ECats MIS
  • 1st year maintenance
BUDGETARY IMPACT:
If awarded, Escambia County is required to provide $155,497.00 for the simultaneous upgarde to Pensacola Police Department (remote Primary PSAP)  E-911 E-911 system as well.
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual approved the document as to form and legal sufficiency.
