RECOMMENDATION:
Recommendation Concerning Contract Award for PD 17-18.101, Escambia County Road Evaluations 2017-2018 Fiscal Year - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County, Florida, and Transmap Corporation, per the terms and conditions of PD 17-18.101, Escambia County Road Evaluations 2017-2018 Fiscal Year, for a not to exceed amount of $399,951.27.

BACKGROUND:
This project consists of evaluating pavement conditions for approximately 1,620 centerline miles of roadway.  This project will also include the analysis of the data collected and the uploading of the collected pavement condition data into Escambia County's CarteGraph pavement management database.  Any additional segments, including inspection data, that are not currently in the CarteGraph data shall be provided to Escambia County and included in the update to the existing database.  All raw data shall be provided with the final delivery.

A Request for Letters of Interest (RLI) for PD 17-18.101, Escambia County Road Evaluations 2017-2018 Fiscal Year, was publicly noticed in the Pensacola News Journal on September 24, 2018 and October 01, 2018, as well as an email to 189 known firms.  Responses were received from two firms on October 09, 2018.

The Selection/Negotiation Committee ranked the firms in the following order:
1. Transmap Corporation
2. Data Transfer Solutions, LLC

The first negotiation meeting was held on November 07, 2018, and the Final and Best Offer was established with a not to exceed fee of $399,951.27.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard form of Contract, Form G, Consulting Services for Stand-Alone Projects, as well as the Purchase Order.
