RECOMMENDATION:

Recommendation Concerning the Issuance of a Purchase Order for One 2019 Model Pierce FX Tanker - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action regarding the purchase of one 2019 Model Pierce FX Tanker:

A. Authorize the County to utilize the Florida Sheriff's Association/Florida Association of Counties and Florida Fire Chiefs' Association Contract, FSA18-VEF13.0, Spec 16, in accordance with Escambia County, Florida, Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board approval; and

B. Authorize the issuance of a Purchase Order for the purchase of one 2019 Model Pierce FX Tanker for the Public Safety Fire Department of Escambia County, Florida, to Ten-8 Fire Equipment, Inc., in the amount of $287,313, according to the specifications outlined in Specification Number VE 18-19.001.

In an effort to encourage competition from local businesses, and in compliance with Board-adopted policy, this purchase was advertised on the Escambia County web site for thirty days. Additionally, an email was sent to local automotive dealerships. No bids were received.

BACKGROUND:

The new single axle tanker is replacing a 1992 model Precision 1,500-gallon tanker at the Myrtle Grove station. The new tanker being single-axle allows for storage in this particular station while enhancing the water tank capability from 1,000-gallons to 2,100-gallons. This apparatus supports firefighting operations in areas with no hydrants or inadequate water supply by supplementing the water system in the area. It also allows for water to be transported to areas such as Jones Swamp for urban interface support during wildland fires helping to protect homes and property. The new tanker will also offer some capabilities that are not possible with the current apparatus.

In accodance with Board Policy adopted on September 16, 2013, regarding the posting of pending vehicle and equipment purchases sourced from the State of Florida Contract, Federal Schedules, or other Purchasing Cooperative Contracts sanctioned for use by Escambia County, Florida, Board of County Commissioners to allow for local vendors to make offers that meet or beat the state purchase price, specification for VE 18-19.001, Public Safety Department Purchase of one 2019 Model Pierce FX Tankere was posted beginning on October 2, 2018 for a period of thirty days. No bids were received.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and award a Purchase Order.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Purchase Order.
