Recommendation Concerning the Memorandum of Agreement with Conservation Corps of the Emerald Coast and The Nature Conservancy - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the Chairman to sign the Memorandum of Agreement (MOA) with Franklin's Promise Coalition, Inc., d/b/a Conservation Corps of the Emerald Coast and The Nature Conservancy whereby the County grants its consent to enter property at Jones Swamp Wetland Preserve to conduct various conservation and restoration activities on the property during the period October 1, 2018, through June 30, 2020.
BACKGROUND:
Escambia County manages large tracts of natural lands containing several miles of existing and future walking trails.  Management of these natural areas is a specialized and dynamic vocation.  The Nature Conservancy has been awarded RESTORE funding through the National Oceanic and Atmospheric Administration for the creation of a local Student Conservation Core Crew.   The intent of the crew is to conduct meaningful conservation and restoration projects, while providing local young adults jobs and valuable training in natural resource management.   Escambia County has been invited to partner in this endeavor.  The County will provide six conservation and restoration projects along with mentoring on each project for a duration of approximately six weeks.  The Nature Conservancy and the Conservation Corps of the Emerald Coast will provide equipment, specialized training and supervision for the six to ten-men crew.  This partnership will aid the County with restoration and conservation of our natural ecosystems while providing jobs and educational opportunity to local young adults. By written agreement, GulfCorps Program may be extended for additional years.  Nothing is this agreement shall be construed to place financial commitment upon any of the parties.
BUDGETARY IMPACT:
No budgetary impact to the County.

Kristin Hual, Senior Assistant County Attorney, reviewed the MOA as to form and legal sufficiency.

No additional impact to personnel.

IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with appropriate entities to implement the terms of the MOA.
