RECOMMENDATION:

Recommendation Concerning Contract Award for Inmate Telephone Services, Escambia County Road Prison - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement for Inmate Telephone Services between Escambia County, Florida, and Network Communications International Corporation (NCIC), per the terms and conditions of PD 17-18.066, Inmate Telephone System, Escambia County Road Prison at no cost to the County.

BACKGROUND:

The legal advertisement for this "Request for Proposal" was advertised in the Pensacola News Journal on June 25, 2018. A non-mandatory pre-solicitation conference was held on July 2, 2018. Six firms were represented at that meeting. Proposals were received from seven contractors on July 18, 2018. The Proposal Review/Selection Committee met on July 26, 2018 and shortlisted to four firms. The Committee held Discussions on August 7, 2018 and August 13, 2018 with the four shortlisted firms and ranked as follows:

1. Network Communications International Corporation (NCIC)

2. ATN , Inc. D/B/A AmTel Network, Inc.

3. CenturyLink Public Comunications, Inc.

3. Securus Technologies, Inc.

BUDGETARY IMPACT:

At no cost to the County.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Agreement was prepared by Kristin D. Hual, Senior Assistant County Attorney.

PERSONNEL:

Department of Corrections will administer the Contract.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
