RECOMMENDATION:
Recommendation Concerning Contract Award for Clerk of the Courts IT Modifications MC Blanchard - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Birkshire Johnstone, LLC, per the terms and conditions of PD 17-18.087, Clerk of the Courts IT Modifications MC Blanchard, in the amount of $88,800.

BACKGROUND:
The Clerk of the Court is requesting a former IT office space, located on the 2nd floor of the MC Blanchard Judicial Building, be modified to provide usable, open office space.  Modifications include removal of an elevated floor (former computer room) and replacing with carpet, as well as, removal of temporary walls to open up the space for use.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on September 4, 2018.  A non-mandatory pre-solicitation conference was held on September 12, 2018.  Two firms were represented at that meeting.  Bids were received from one contractor on September 27, 2018.  Birkshire Johnstone, LLC is the lowest most responsive and responsible bidder.

Attorney Standard Form of Contract, Form A:  Construction- A/E Designed.

 
PERSONNEL:
All work associated with the recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form A:  Construction - A/E Designed and Purchase Order.
