RECOMMENDATION:

Recommendation Concerning the Pay Instruction for Hurricane Michael that Occurred on October 9th-10th, 2018 - Jack R. Brown, County Administrator

That the Board approve and authorize the Chairman to sign the Resolution authorizing the County Administrator to provide emergency compensation to the Unclassified, Exempt Employees and Classified, Non-Exempt Employees, who worked during the declared State of Local Emergency for Hurricane Michael. The County's declaration was from 5:00 p.m., on Monday, October 8, 2018, through 7:59 a.m., on Monday, October 15, 2018.

BACKGROUND:

On October 9th-10th, 2018, the Emergency Operations Center activated to a Level 2 in response to the National Hurricane Center issuing a hurricane watch/warning for Escambia County for Hurricane Michael. County employees, both exempt and non-exempt, staffed the Emergency Operations Center in various roles from 8:00 a..m.Tuesday, October 9th, 2018 through 5:00 p.m. on Wednesday, Octoberr 10th, 2018.

In keeping with the Fair Labor Standards Act (FLSA), Classified, Exempt Employees will be paid straight time overtime (STOT) under the current Escambia County Overtime Policy. Board Action is required for for the Unclassified, Exempt employees to get paid straight time overtime for hours worked.

BUDGETARY IMPACT:

The estimated impact for all overtime associated with this event is less than $60,000.

LEGAL CONSIDERATIONS/SIGN-OFF:

The County Attorney's Office wrote the attached Resolution Authorizing the Board of County Commissioners to approve the Disaster-Related paid associated with Hurricane Michael.
