RECOMMENDATION:
Recommendation Concerning Options to Develop Public Gulf of Mexico Access on Perdido Key - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning options to develop public Gulf of Mexico access on Perdido Key:

A. Develop public access at 16400 Perdido Key Drive utilizing clustered or expanded access; or

B. Develop public access at alternate location(s) on east side of Perdido Key (between Perdido Key State Park and Johnson Beach);

C. Identify a funding source for this project; and

D. Direct staff to evaluate additional Gulf of Mexico public access locations and bring back for the Board's consideration. 
BACKGROUND:
This property was authorized for purchase by the Board at its October 3, 2013 meeting for $3,142,396. A $2,364,522 Section 6 grant from US Fish and Wildlife Service was coupled with $777,874 of Local Option Sales Tax to provide funding. The Board Recommendation and Grant Agreement from the October 3, 2013 meeting is attached in the backup documents, "Sundown Land Acquisition BCC excerpts." This agenda item was moved forward from the October 9, 2018 Committee of the Whole discussion item for Board action. 
BUDGETARY IMPACT:
Budgetary impact will depend on which option is considered.
LEGAL CONSIDERATIONS/SIGN-OFF:
Natural Resource Management staff will coordinate with the County Attorneys Office to implement the Board's direction.
PERSONNEL:
Department of Natural Resources Managemet staff will coordinate / implement Board direction.
POLICY/REQUIREMENT FOR BOARD ACTION:
Escambia County Comprehensive Plan Policies COA 2.2.6 County-Owned Sites; Policy CON 1.1.6 Habitat Protection
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with the County Attorney's Office, Development Services, US Fish and Wildlife Service, and other interested parties to implement the Board's direction.
