RECOMMENDATION:
Recommendation Concerning Contract Award for PD 17-18.081, Underground Storage Tanks at Bus Transit and Road Prison - Paul Nobles, Purchasing Manager, Office of Purchasing 

That the Board take the following action concerning the Agreement between Escambia County, Florida, and Birkshire Johnstone, LLC,  per the terms and conditions of PD 17-18.081, Underground Storage Tanks at Bus Transit and Road Prison:

A. Approve and authorize the County Administrator to sign the Agreement for a base bid lump sum of $587,970; and

B. Authorize the County Administrator to execute all related documents, Purchase Orders, and Owner Direct Purchases (ODPs), in the amount of $50,000 or greater.

BACKGROUND:
The Bus Transit Facility will have one (1) 20,000-gallon Xerxes double-wall fiberglass reinforced plastic fuel storage (FRP) or equal device installed at the ECAT Transit Bus Station. The sump motor will also be replaced along with any access lids and manhole covers. The fuel piping was replaced in 2008 and will not be replaced except on an as need basis. The concrete slab will also need to be replaced with similar construction. The diesel area must remain in operation while this construction takes place. (See original installation plans for details.) 

The Road Operations Facility at the road prison in Cantonment will require the demolition and replacement of; one (1) 20,000-gallon Xerxes double-wall fiberglass reinforced plastic fuel storage (FRP) or equal device installed along with two (2) 12,000-gallon diesel fuel tanks. The sump motors, access lids, manhole covers, four (4) monitoring wells as well as the protective liner. There may be unsuitable material that must be removed during the demolition phase of this contract. Fuel piping was also replaced at this facility in 2008 and is not included, however allowances should be made to connect or reroute fuel lines to tanks. 

An Invitation to Bid for PD 17-18.081, Underground Storage Tanks for Bus Transit and Road Operations Departments, was publicly noticed on August 06, 2018.  A non-mandatory Pre-Solicitation Conference was held on August 21, 2018, in the Office of Purchasing and one firm attended.  Bids were received from two firms on September 26, 2018.  Birkshire Johnstone was deemed to lowest, most responsible bidder with a bid of $587,970.

All work associated with the recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard form of Contract, Form B, Construction, and the Purchase Order.
