RECOMMENDATION:

Recommendation Concerning the County Road 99 (Highway 97 to Alabama State Line) Project - Joy Jones, P.E., Public Works Department Director

That the Board take the following action:


A. Advance the $1,726,325 available in Local Option Sales Tax (LOST) IV from Fiscal Year 2024 to Fiscal Year 2019, for County Road (CR) 99 (Highway 97 to Alabama State Line) Resurfacing Project; and

B. Direct staff to begin the construction solicitation process.

This project is located in Commission District 5.

BACKGROUND:

The subject segment of CR 99 runs from State Road (SR) 97 north to the Alabama State Line and serves as a major north-south transportation corridor for the northern end of Escambia County. Currently, CR99 is approximately 8.2 miles long, has a 100-foot wide right-of-way, and 24-foot wide asphalt travel lanes. The asphalt is in poor condition due to high traffic volume, and heavy truck traffic.

Staff is recommending that the Board advance LOST IV funds programmed for FY2024, totalling $1.726M, to expedite the resurfacing project. The recommended improvements include repair of road base failures, leveling of existing asphalt, installation of a geogrid over widened joints, overlay the entire roadway, and restriping for 12-foot travel lanes. 


Upon approval of the funding advancement, staff will begin the construction solicitation process with the Office of Purchasing.

Upon Board approval of this request, a budget amendment will be forwarded to the Office of Management and Budget to reallocate the funds to the appropriate project.
