RECOMMENDATION:
Recommendation Concerning Approval of the Application for Funding Assistance Regarding the Florida Department of Law Enforcement Justice Assistance Grant (JAG) County-wide Program to Support the Jail Alternative Initiative Project, in the Amount of $30,000 - William R. Powell, Director of Corrections

That the Board take the following action concerning the Application for the Jail Alternative Initiative Project, in the amount of $30,000:

A. Approve the Application for Funding Assistance regarding the Florida Department of Law Enforcement Justice Assistance Grant (JAG) County-wide Program for the Jail Alternative Initiative project, in the amount of $30,000; and

B. Authorize the Chairman to sign the Application for Funding Assistance regarding the Jail Alternative Initiative project.

[Funding:  This Grant does not require matching funds]
BACKGROUND:
This $30,000 grant will be utilized to ensure that qualified offenders who are eligible for release are not penalized due to their inability to remit payment for the alternative electronic monitoring programs or drug patch program offered by the County.  Eligibility is only for offenders with no monetary bond requirement but a monitored GPS or SCRAM (secure continuous remote alcohol monitor) unit or a drug patch as a condition of release.  This grant will provide the needed funding to offset the costs associated with providing these services to indigent offenders during fiscal year 2017-2018 (October 1, 2017 to September 30, 2018).
BUDGETARY IMPACT:
These grant funds are designed as a reimbursement program.  There is no local match requirement.  Administrative fees are not specifically designated as eligible under this grant.  The reimbursement funds will be identified in Fund 114, Revenue Account 331241.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Application for Funding Assistance was reviewed by Kristin Hual, Assistant County Attorney, and deemed legally sufficient.
PERSONNEL:
The Corrections Department staff will submit the grant application along with the required supporting documentation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board policy section 11. A requires Board approval of grants.
