RECOMMENDATION:
Recommendation Concerning the Program Participation Agreement Between Pathways for Change, Inc., and Escambia County - William Powell, Director of Corrections

That the Board take the following action concerning the Program Participation Agreement between Pathways for Change, Inc. (PFC), a Florida not-for-profit corporation and Escambia County, a political subdivision of the State of Florida (County):

A. Approve the Program Participation Agreement between Pathways for Change, Inc., and Escambia County; and

B. Authorize the Chairman to sign the referenced Agreement.

BACKGROUND:
Pathways for Change, Inc. has created an outreach program to assist individuals who have recently been released from a correctional facility in assimilating into society.  The County agrees to contribute, for Fiscal Year 2018/2019, up to $175,000 to PFC for eligible costs and expenses related to compensation, including full time salary and benefits, for the following PFC staff positions:

a) Admissions Specialist/Court Liaison
b) Treatment Program Manager
c) Case Manager
d) Executive Director
e) Mental Health Contract Counselors
f) After Care Specialist/Director of Alumni

In addition, for the County's Fiscal Year 2018/2019, the County shall internally allocate the sum of $168,750 for transitional housing costs related other Program in lieu of payment directly to PFC.

LEGAL CONSIDERATIONS/SIGN-OFF:
This agreement has been reviewed by Kristin Hual, Assistant County Attorney, and found to be legally sufficient.

This recommendation is in compliance with the provision of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance Article II, Purchases and Contracts.
