RECOMMENDATION:
Recommendation Concerning Contract Award Re-solicit Beulah Regional Park Restroom Building - Paul Nobles, Purchasing Manager, Office of Purchasing
 
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and J. Miller Construction, Inc., per the terms and conditions of PD 17-18.090, Re-solicit Beulah Regional Park Restroom Project in the amount of $152,925.51.

BACKGROUND:
Beulah Regional Park located at 7820 Mobile Highway in District 1 has various park amenities inclusive of tennis courts, walking track, basketball court, volleyball court, pavilion, and a playground.   The addition of restroom facilities to this popular regional park location will be a great benefit to those families within the Beulah area that frequent this location along with visitors to the area.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on August 27, 2018. A Non-Mandatory Pre-Solicitation Conference was held on September 7, 2018. Four firms were represented at that meeting. Bids were received from five contractors on September 13, 2018. J. Miller Construction, Inc. is the lowest, most responsive and responsible bidder.

This project is located in Commissioner District 1.

Fund Lost III Fund 352, Cost Center 350229, Object Code 56301, Project Number 11PR1331 $80,000 and Project Number 08PR0059  $72,925.51

Attorney Standard Form of Contract, Form A: Construction- A/E Designed
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
 
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form A: Construction A/E Designed and Purchase Order.
