RECOMMENDATION:
Recommendation Concerning Acceptance of a Drainage Easement for the Stillbridge Lane Drainage Project - Joy Jones, P.E., Public Works Department Director

That the Board take the following action concerning a Drainage Easement located in the 9200 Block of University Parkway from Southern Scrap Company, Inc.:

A. Accept the donation of a Drainage Easement (approximately 2,497 square feet) located in the 9200 Block of University Parkway from Southern Scrap Company, Inc., for drainage improvements;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of documents; and

D. Authorize the Chairman or Vice Chairman to accept the Easement, as of the day of delivery of the Easement to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

This property is located in Commission District 4.
BACKGROUND:
The drainage easement wil be utilized for the Stillbridge Lane Drainage Improvement Project. The drainage project will be designed to intercept high groundwater along roadways and to expand the filtration pond originally designed on the University Parkway plans. Elements of design will include new storm sewer, wetland mitigation, and expansion of an existing county-owned pond (Pond 556) north of the subdivision. The Drainage Easement obtained from Southern Scrap Company, Inc, approximately 2,497 square feet, will allow for stormwater connection without interfering with the infrastructure of University Parkway. The Drainage Easement is located within the front setback and buffer area and allows for future storm connection for the property owner.
BUDGETARY IMPACT:
Funds for incidental expenses associated with the recording of documents are available in an Engineering Escrow Account accessed by the Clerk's Office. 
LEGAL CONSIDERATIONS/SIGN-OFF:
The Drainage Easement was approved as to form and legal sufficiency by the County Attorney's office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139, Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will proceed in compliance with Section 46-139 of the County Code of Ordinances.
