RECOMMENDATION:
Recommendation Concerning Amendment #013 to Contract #A0150 between Escambia County and Big Bend Community Based Care, Inc. - William Powell, Director of Corrections

That the Board take the following action concerning Amendment #013 to Contract #A0150 with Big Bend Community Based Care, Inc:

A. Approve Amendment #013 to Contract #A0150. This Amendment updates and replaces all previous versions of the Standard Contract. In approving Amendment #013, we accept that the contracted amount for the renewal period of July 1, 2018, through June 30, 2019, will be $43,971. This allocation represents no decrease in funding over the previous contract period; and

B. Authorize the Chairman to sign Amendment #013 to Contract #A0150, including necessary attachments.

BACKGROUND:
This contract originated in December 2006, with the Department of Children and Families.  The Pre-Trial Release Program in Escambia County has operated successfully for a number of years with the Mental Health Diversion portion of the program which was initially established utilizing this funding.  The contract enables the Mental Health Pre-Trial Release program to continue in Escambia County.  The Escambia County Pre-Trial Release Program's affiliation with all other county operated services, including the State's Attorney's Office, the Public Defender's Office, the County Jail and the Department of Community Corrections, places them in a uniquely qualified position to provide Forensic Mental Health/Pre-Trial Release services to Escambia County.
BUDGETARY IMPACT:
This is a fixed rate contract.  Big Bend Community Based Care shall pay for the delivery of authorized services specified in accordance with the terms and conditions of the contract for a total dollar amount not to exceed $43,971 for the period ranging from July 1, 2018 through June 30, 2019.  This funding is utilized to cover a portion of the Forensic Mental Health Specialist position within the Pre-Trial Release program.
LEGAL CONSIDERATIONS/SIGN-OFF:
This contract amendment has been reviewed by Kristin Hual, Assistant County Attorney, and found to be legally sufficient.  It should be noted that according to paragraph 3.3, the venue for any legal action resulting from the agreement is Leon County, Florida.
PERSONNEL:
This contract provides partial funding for one (1) Forensic Mental Health Specialist position.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board of County Commissioners' policy requires contract amendments to be Board approved.
IMPLEMENTATION/COORDINATION:
Contract requirements will be carried out by the Escambia County Community Corrections Pre-Trial Release program.
