RECOMMENDATION:
Recommendation Concerning the Acquisition of Property Located at 6425 Mobile Highway - Joy Jones, P.E., Public Works Department Director

That the Board take the following action: 

A. Authorize the purchase of real property located at 6425 Mobile Highway from Wells Fargo Bank, for Library Services; 

B. Approve the Contract for Sale and Purchase for the acquisition of real property located at 6425 Mobile Highway; and

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute, subject to Legal review and sign-off, any documents necessary to complete the acquisition of this property, without further action of the Board.

This property is located in District One.

THE CONTRACT WILL BE DISTRIBUTED AS ADDITIONAL BACK-UP UNDER SEPARATE COVER.
BACKGROUND:
The main goal of the Library Board of Governance is to create a library in District One, as there are currently no library services within this district. 

The property located at 6425 Mobile Highway is an ideal location for a new library branch. The site is already developed and has ample parking, it is located across the street from Bellview Elementary and Middle schools, which serve as transfer points for high schoolers being transported to specialty career path schools, and this property is high and dry with a low risk of flooding.

This location will also help relieve the strain put on the Tryon Branch Library and the Southwest Branch Library, both of which have more District One attendees than the districts they are in.
BUDGETARY IMPACT:

Funding for this project is available in Fund 113, Library Fund, Cost Center 110501, Object Code 59801.

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office will represent the county at closing. 
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the County Codes.
