ESCAMBIA COUNTY EXTENSION COUNCIL
August 21, 2018–5:30p.m.

1.   Call to Order & Opening Remarks - Chairman Shelby Johnson
  • The meeting was called to order by the Chairman at 6:31 p.m.
             
2.   Roll Call & Declaration of Quorum - Susan Hendrix
  • Roll was called and a quorum declared.
  • Members present: Anne Peterson, Kevin Faircloth, Sabrena Padgett, Carla Gilmore, Tammy Penegar, Jason Gaylard, Shelby Johnson, Carol Tanksley, and Sonia Bush.
  • Staff present: Nick Simmons, Susan Hendrix, Libbie Johnson, Aly Schortinghouse, Beth Bolles, Angela Hinkle, Dorothy Lee, and Rick O'Connor.
             
3.   Proof of Publication - Susan Hendrix
  • The meeting was properly advertised in the Pensacola News Journal on August 18, 2018, as part of the Board of County Commissioners' Weekly Meeting Schedule.
             
4.   Approval of Meeting Minutes from May 29, 2018 - Chairman Shelby Johnson
  • Motion to accept the May 29, 2018, meeting minutes as shown made by Tammy Penegar and seconded by Anne Peterson. Motion passed without opposition.
             
5.   Welcome and Introduction of Special Guest(s) - Nick Simmons, County Extension Director
  • Nick Simmons noted that Jeffrey Wesley, recent West Florida High graduate, had completed a Summer Youth Program Internship with Extension. Jeffrey was an asset to our office and was recognized, along with other participants, at the August 16, 2018, Board of County Commissioners' Meeting.
             
6.   Program Update - Beth Bolles
  • Beth Bolles gave an overview of Extension's Master Gardener program. Citing their 5-Year Master Plan, they are progressing towards their county-wide education goals and trying to expand their educational outreach to citizens.
             
7.   Breakout Groups: Program & Extension Topics - Nick Simmon
The council was separated into two groups where the following items were discussed:

(1) What are new opportunities to increase the presence of UF/IFAS Extension into new areas of Escambia County? New venues/partners? Comments:
  • Utilize 4-H Volunteer leaders; recruitment; schools, office video; cost barriers to doing television; open houses at schools; using Extension Office to host county meetings for north end citizens; Ruritan Club, Big Lagoon State Park-Governor's Pavilion, Nature Trail. Shelby Johnson has a club apiary in Dist. 4, near the airport; County Library at Langley Avenue.

(2) Are fee-based programs offered by UF/IFAS Extension viewed as a value to the clientele who participate? Are fees for programs currently set at an acceptable price? Comments:
  • Consensus is that fees are not too high; some youth programs are pricey; sponsors for programs at locations where fees are not allowed; CEU classes can be very expensive, up to $100; charge higher prices for quality industry-based instructors.

(3) What can UF/IFAS Extension in Escambia County do to better deliver notifications and increase outreach of our programs? Are digital formats beneficial? What is the opinion of the website and/or social media sites? Comments:
  • Facebook, Instagram, free program issues; e-newsletters; fliers are still good; web site issues (not many members have visited our web site); those that have find it difficult to navigate-not user-friendly; social media needs to be cross referenced with other sources; North Escambia a good resource; too many emails become cumbersome for clientele; parenting classes needed for county residents; financial management instruction geared towards young adults/high schoolers is needed; use an e-commerce site for clientele to pay for classes/programs, advertising of programming; central calendar for all Extension programs; outreach through other community programs, i.e. Ruritan, Rotary; get program info to colleges in our area; fliers to school district; utilize PTAs; clubs at colleges; posters at retail sites (i.e. Langley Ave. butcher shop).
             
8.   Financial Support of Extension Programming - Nick Simmons
  • Nick Simmons noted that state and county budgets are continually changing. Escambia County's 4-H Endowment is extremely helpful in providing programs for youth. An Extension Endowment would be equally helpful in furthering our educational outreach for citizens. A capital campaign, along with community partnerships, would be needed to fund the Endowment.
             
9.   Other Items of Interest
  • Next meeting date is November 13, 2018, 5:30 p.m., in the 4-H Youth Center.
             
10.   Adjournment
  • Motion made by Anne Peterson to adjourn the meeting at 6:35 p.m. Seconded by Tammy Penegar and passed without opposition.
