RECOMMENDATION:
Recommendation Concerning Contract Award for South Old Corryfield Road Bridge Replacement and Sidewalk & Drainage Improvements - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action concerning the Agreement between Escambia County, Florida, and Roads, Inc. of NWFL, per the terms and conditions of PD 17-18.068, South Old Corryfield Road Bridge Replacement and Sidewalk & Drainage Improvements:

A. Approve and authorize the County Administrator to sign the Agreement for a lump sum of $3,406,316.92; and

B. Authorize the County Administrator to execute all related documents, Purchase Orders, and Owner Direct Purchases (ODPs), in the amount of $50,000 or greater.

BACKGROUND:

This project is located in Section 50, Township 2 South, Range 30 West, Escambia County, Florida. The bridge area is in the immediate vicinity of the existing box culvert and roadway which was severely damaged during the April 2014 Flooding Event.  The existing box culvert conveys stormwater from Jackson Creek that eventually outfalls to Bayou Chico.  The current culvert is hydraulically deficient and stormwater has previously overtopped the roadway and caused infrastructure damage.  After the April Event, the road was temporarily repaired to open the road to traffic while major utility infrastructure could be planned, designed and relocated the following two years. 
The purpose of this project is to replace the existing box culvert with a bridge structure that will adequately convey the required stormwater without overtopping or damaging the roadway.  A new pre-cast bridge will be installed with associated grading and approaching roadways.
In addition, new sidewalks and drainage improvements will be constructed along the eastern right-of-way of CR 295A (South Old Corryfield Road) from Warrington Middle School to the bridge area.   
 
An Invitation to Bid for PD 17-18.068, South Old Corryfield Road Bridge Replacement, and Sidewalk & Drainage Improvements, was publicly noticed on June 25 and July 02, 2018. A non-mandatory Pre-Solicitation Conference was held July 03, 2018, in the Office of Purchasing and eighteen firms attended.  Bids were received from five firms on July 26, 2018.  Roads, Inc. of NWFL was deemed the lowest, most responsible bidder with a bid of $3,406,316.92.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form D, Paving and Drainage and the Purchase Order.
