Recommendation Concerning a Change Order to LocumTenens.com, LLC, for Psychiatry Services for Inmates in the Custody of the Escambia County Department of Corrections - Selina Barnes, Interim Director of Corrections

That the Board approve and authorize the County Administrator to execute the following Change Order 2, adding funds for psychiatry services provided to those in the custody of Escambia County Corrections:

BACKGROUND:
Escambia County Jail has a large number of significantly mentally ill patients, which include those with diagnoses of Schizophrenia, Bipolar Disorder, Schizoaffective Disorder, and PTSD.  Many of these individuals who become incarcerated have lapsed treatment in the community and enter the jail in a very unstable, psychotic state.  For this reason, a psychiatrist, provided by LocumTenens.com,LLC (PD17-18.003), must spend a  significant amount of time during a patient's initial evaluation to determine the patient's medical and psychiatric history.  The growth in the mental health population since October 2017 coupled with some internal changes which provide increased stability for patients leaving the jail to return to a transitional care environment, has led to the need to place additional funding on the purchase order in order to maintain services through the end of fiscal year 2018.
BUDGETARY IMPACT:
Funding is available in General Fund 001; Inmate Medical Cost Center 290402; Object Code 53101.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a change order will be submitted to the Office of Purchasing for processing.
