RECOMMENDATION:
Recommendation Concerning Contract Award for Carver Park Drainage Improvements Project - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and B&W Utilities, Inc. per the terms and conditions of PD 17-18.048, Carver Park Drainage Improvements Project, in the amount of $1,291,129.48.

BACKGROUND:
The East Carver Drainage Improvements project is a single-phase project involving the construction of shallow roadside swales, ditch bottom and curb inlets, approximately 4,900 LF of reinforced concrete and polyethylene storm-water transmission pipes, a single dry detention pond.  The project will also include the relocation/installation of approximately 1,900 LF of 4” and 6” PVC water main and appurtenances, segments full depth roadway reconstruction, mill and overlay of affected area roadways, and final site dressing and restoration. 

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on June 25, 2018. A Mandatory Pre-Solicitation Conference was held on July 3, 2018. Twelve firms were represented at that meeting. Bids were received from nine contractors on July 26, 2018.  B&W Utilities, Inc. is the lowest, most responsive and responsible bidder.
 
This project is located in Commissioner District 5.
BUDGETARY IMPACT:
Fund 352 LOST III, Cost Center 210107, Object Code 56301, Project Number 13EN2385 and Project Number 14EN2605.

PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
