RECOMMENDATION:
Recommendation  Concerning the Federal Fiscal Year 2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation - Cathy White, Director of Case Management, Court Administration

That the Board take the following action concerning the Federal Fiscal Year (FY) 2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation:
 
A. Approve and authorize the Chairman to sign the Certificate of Participation;
 
B. Approve and authorize the Chairman to sign the 51% letter of support for the distribution of Grant funding;
 
C. Approve and authorize the Escambia County Administrator, Jack R. Brown, to sign the Certifications and Assurances by the Chief Executive of the Applicant Government; and
 
D. Approve and authorize the Escambia County Attorney, Alison Rogers, to sign the Certification of Compliance with 8 U.S.C . §1373 by Prospective Subrecipient: Recipient State subaward to a Local Government.

[The funds are made available through the Federal FY 2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation for the period beginning October 1, 2017, and terminating September 30, 2018.  There is no cost to the County]
BACKGROUND:
This fiscal year there has been a delay in releasing the Federal FY2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation grant funds.  The state was required to certify new compliance with new conditions and attestations prior to accepting the award.  FDLE coordinated with the Executive Branch to complete this process and now the grant funds have been released.  Escambia County has been awarded $119,302 in grant funding.
 
In accordance with the Federal FY 2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation, all agencies interested in requesting grant funds were asked to submit a detailed project proposal for review.  The grant review committee reviewed and approved the grant proposals on August 14, 2017.  The distribution of grant funds are as follows:
            Pensacola Police Department - $69,302
            Escambia County Community Corrections - $30,000
            Escambia County Neighborhood and Human Services - $20,000
BUDGETARY IMPACT:
The funds are made available through the Federal FY 2017 Edward Byrne Memorial Justice Assistance Grant Program – JAG Countywide – State Solicitation for the period beginning October 1, 2017, and terminating September 30, 2018.  There is no cost to the County.
