Recommendation Concerning Temporary Labor Services for the Escambia County Board of County Commissioners - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board award an Indefinite Quantity, Indefinite Delivery Contract for Temporary Labor Services for the Escambia County Board of County Commissioners, per Specification Number PD 17-18.055, to Blue Arbor, Inc., and JJW Services, Inc. D/B/A Accustaff, Inc., and authorize the County Administrator to sign the Agreement for Temporary Labor Services with Blue Arbor, Inc., and JJW Services, Inc. D/B/A Accustaff, Inc., for a period of 12 months, renewable for 2 additional 12-month periods, for a total of 36 months, in the approximate amount of $3,200,000 (projected Fiscal Year 2018-2019 Budget), per the following:
A. Lot 1 - General Temporary Labor Services (Countywide) - Blue Arbor, Inc. - $2,500,000; effective upon award and execution of the Agreement, and;
B. Lot 2 - Temporary Labor Services for the Bob Sykes Toll Collection - JJW Services, Inc. D/B/A Accustaff, Inc. - $410,000; effective September 01, 2018, and;
C. Lot 3 - Escambia County Youth Employment - Blue Arbor, Inc. - $300,000; effective at the beginning of the 2018-2019 Fiscal Year Budget.

The Temporary Labor Services for Escambia County Board of County Commissioners agreement is a means for County departments to obtain temporary staffing when needed for assignments and special projects, as well as provide coverage as-needed during extended absences, unexpected vacancies, and increased workloads following natural disasters.
The Office of Purchasing advertised an Invitation to Bid for a multi-award solicitation on May 21, 2018. A non-mandatory pre-solicitation conference was held on May 31, 2018, and was attended by four firms. A total of seven bids were received on June 12, 2018. One bid was deemed non-responsive as the firm does not maintain an office in either Escambia or Santa Rosa Counties as required in the solicitation.
This multi-award solicitation covers three specific areas for the County:
- Lot 1 - General temporary labor across all County departments.
- Lot 2 - Staffing for the toll collection facility at the Bob Sykes Toll Plaza.
- Lot 3 - Staffing for the Escambia County Youth Employment Program.
The lowest, responsible bidder for Lot 1 is Blue Arbor, Inc., the current provider of staffing services across the County. The bid included a reduction in administrative fees across six of the seven employment categories listed in the solicitation, while the remaining employment category had no change in fees. With departmental budgets across the County targeting a total County budget of approximately $2.3MM, the reduction in fees will provide a significant reduction in costs to the County.
Administrative fees, also known as the "Billable Rate Factor", is the fee charged by the staffing firm to cover their cost of providing staffing services and is a percentage added to the pay rate of the employee. For example, a current temporary Clerical employee being paid $10 per hour would cost the County $11.90 per hour worked ($10 per hour + 19% = $11.90).

The lowest, responsible bidder for Lot 2 is JJW Services, Inc. D/B/A Accustaff, Inc, the current provider of staffing for the toll collection facility at the Bob Sykes Toll Plaza. The budget for this service is approximately $400,000.00 and the winning bid reduced the administrative fees from 44% to just 25%.
The lowest, responsible bidder for Lot 3 is Blue Arbor, Inc. Blue Arbor will be taking this service over from a previous firm who charged the County an administrative fee of 56.7%, and will do so with an administrative fee of just 28%. This project has a 2018 budget of $300,150.00, and the reduction in fees will be a significant savings to the County. |
