RECOMMENDATION:
Recommendation Concerning Local Program Administrative Support Grant Application and Agreement with the Florida Commission for the Transportation Disadvantaged - Mike Crittenden, Director Mass Transit

That the Board adopt and authorize the Chairman to sign the Resolution which approves and authorizes the County Administrator to sign the Local Program Administrative Support Grant Application Form and Support Agreement with the Florida Commission for the Transportation Disadvantaged.
BACKGROUND:
Through proviso language in the Commission’s Fiscal Year 2018-19 Budget, the Legislature placed all funds for the Designated Office Planning Agencies and Rural Capital Assistance Grants, as well as county voluntary dollars, into the Trip and Equipment Grants.
 
To fund the twenty-nine Designated Office Planning Agencies throughout the state that work within the coordinated transportation system, legislative staff directed the Commission to have each community transportation coordinator pay the planning agency within its service area from the additional funds it received in the Trip and Equipment Grant.
 
To keep the funds, tasks and match requirements associated with community transportation coordinators separate from the funds, tasks and match requirements related to the Designated Official Planning Agencies, the Commission has created an additional grant called the Local Program Administrative Support Grant.  The requirements in the Trip and Equipment Grant remains unchanged.

Funding [The Florida Commission for the Transportation Disadvantaged (FLCTD) will provide $26,122 for program related administrative support services. No Local Match is required, funding is at 100%]

The County Attorney's Office has requested that the Board be made aware of the following provision included in paragraph 10.70 of the agreement:  "The Grantee agrees to waive forum and venue and that the Commission shall determine the forum and venue in which any dispute under this Agreement is decided."
 
 
BUDGETARY IMPACT:
The Florida Commission for the Transportation Disadvantaged (FLCTD) will provide $26,122 for program related administrative support services. No Local Match is required, funding is at 100%
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and the signed the Resolution, and the Florida Commission for the Transportation Disadvantaged Local Program Administrative Support Agreement.
