RECOMMENDATION:
Recommendation Concerning Property Assessed Clean Energy (PACE) Financing Programs - Green Corridor Property Assessment Clean Energy District.

That the Board authorize the Chairman to execute the following documents implementing a Property Assessed Clean Energy (PACE) financing program administered by the Green Corridor Property Assessment Clean Energy District:

A. Interlocal Agreement between the Green Corridor Property Assessment Clean Energy District and Escambia County; and

B. Resolution authorizing the Green Corridor Property Assessment Clean Energy District program.
BACKGROUND:
On March 5, 2015, the Board directed staff to develop the documents required to implement financing programs with providers of PACE financing.

As directed by the Board, the documents for the Green Corridor Property Assessment Clean Energy District have been modified to restrict the PACE funding to commercial properties.
BUDGETARY IMPACT:

LEGAL CONSIDERATIONS/SIGN-OFF:
Legal concerns with the PACE program (e.g., impairment of contract) are discussed in the emails included in the supporting documentation and will be addressed by the County Attorney prior to or at the Board meeting.
