RECOMMENDATION:

Recommendation Concerning Property Assessed Clean Energy (PACE) Financing Programs - Florida Green Finance Authority.

That the Board authorize the Chairman to execute the following document implementing a Property Assessed Clean Energy (PACE) financing program administered by the Florida Green Finance Authority:

A. Party Membership Agreement to the Florida Green Finance Authority.

BACKGROUND:

On March 5, 2015, the Board directed staff to develop the documents required to implement financing programs with providers of PACE financing.

As directed by the Board, the documents for the Florida Green Finance Authority have been modified to restrict PACE funding to commercial properties.

BUDGETARY IMPACT:

N/A

LEGAL CONSIDERATIONS/SIGN-OFF:

Legal concerns with the PACE program (e.g., impairment of contract) are discussed in the emails included in the supporting documentation and will be addressed by the County Attorney prior to or at the Board meeting.
