RECOMMENDATION:
Recommendation Concerning an Addendum Agreement with AT&T for Metro Ethernet Service - Shawn Fletcher, Information Technology Department Director

That the Board take the following action concerning the Addendum Agreement for Metro Ethernet Service with AT&T:

A. Approve the Addendum Agreement for Metro Ethernet Service with AT&T, to extend the fiber optic service for Escambia County facilities, for a period of six months from the expiration date of the existing Agreement, for a total of $108,000; and

B. Authorize the Chairman to sign the Addendum Agreement.

BACKGROUND:
The attached AT & T Metro Ethernet Addendum Agreement is for providing high speed network connectivity between County facilities.  This contract expires 07/31/15 and the Information Technology Department is going through an RFP process with the Office of Purchasing to choose a vendor to award a new contract.  The AT & T contract extension will allow for the RFP process to run it's course, a vendor to be selected, and the implementation of awarded metro services by the vendor.  If the contract with AT & T is not extended our monthly costs for each data circuit ( 17 total) will more than double.  The cost of not extending the AT & T contract means that the County will be billed at a month to month rate.  The current monthly AT & T bill around $17,000 per month for 17 locations for a total of $102,000.00 over the six month extension, and the month to month rates would increase our costs to $39,300 per month for a total of $235,800 over the same six month period.

The goal of the RFP is to have the 17 connections, which are included in the extension, upgraded by an estimated date of December 31, 2015.
BUDGETARY IMPACT:
The funds are currently available in the budget in General Fund (001), Cost Center 270103 and Object Code 54101, extending the AT & T contract for 6 months will not increase the Information Technology Department's Communication Cost Center Budget.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Addendum Agreement for Metro Ethernet with AT&T has been approved as to form and legal sufficiency.
PERSONNEL:
The implementation of this addendum will be accomplished with existing staff.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval required by Ordinance 2001-60
IMPLEMENTATION/COORDINATION:
Then Information Technology Department will be responsible for the implementation
