RECOMMENDATION:

Recommendation Concerning the Acquisition of a Vacant Parcel of Real Property Located in the 100 Block of Caro Street For Stormwater Pond Expansion - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the acquisition of a vacant parcel of real property (approximately 0.43 acres), located in the 100 Block of Caro Street, from Earnest L. and Jane Hines Brandon: 

A. Authorize the purchase of a vacant parcel of real property (approximately 0.43 acres), located in the 100 Block of Caro Street, for stormwater pond expansion, for the purchase price of $20,000, from Earnest L. and Jane Hines Brandon, in accordance with the terms and conditions contained in the Contract for Sale and Purchase;

B. Approve and authorize the Chairman to sign the Contract for Sale and Purchase for the acquisition of a vacant parcel of real property located in the 100 Block of Caro Street containing approximately 0.43 acres; and

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute any documents, subject to Legal review and sign-off, necessary to complete the acquisition of this property without further action of the Board.

BACKGROUND:
The Ensley Area Drainage and Paving - Caro Pond Expansion Project is at 45% design, with anticipated construction beginning in February 2016.

The overall goal of this project is to improve drainage in the Caro Street area by increasing the volume and storage capability of the existing pond. This will be accomplished by utilizing a section of Caro Street as well as the newly acquired Brandon parcel to expand the existing pond from its current 3.3 acres to 4.8 acres. Additionally, the east and west ends of Caro Street will be paved and modified to provide access to the property owners on both ends.

The Brandons previously placed a for sale sign on their property. Staff contacted the owners, who offered to sell the property for $20,000. Staff had an appraisal performed by Charles C. Sherrill, Jr., dated 04/9/2015, which placed a value of $21,000 on the property. Therefore staff is requesting the Board to consider approval of this parcel acquisition for a purchase price of $20,000 based on the terms and conditions contained in the Contract for Sale and Purchase.
BUDGETARY IMPACT:
Funding for this acquisition is available in Fund 352 “LOST III", Cost Center 210107, Object Code 56101, Project # 08EN0313.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase was approved as to form and legal sufficiency, by Stephen West, Senior Assistant County Attorney. The County Attorney's Office will prepare the closing documents and conduct the closing for the purchase of this property.
PERSONNEL:
All work associated with this acquisition is being done in-house and additional staff is not required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the Escambia County Code of Ordinances.
