RECOMMENDATION:

Recommendation Concerning Mail Out of First Class Notices for Public Safety - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board award a Purchase Order for PD 14-15.062, for the Mail Out of First Class Notices, to Evergreen of Pensacola Corp., in the estimated amount of $56,880.

BACKGROUND:

The Office of Purchasing advertised the Invitation to Bid PD14-15.062 on June 8, 2015. Five vendors were notified on June 8, 2015. Four bids were received on June 22, 2015. One bid was deemed non-responsive. Evergreen of Pensacola, Corp., is the lowest responsive local vendor.

A purchase order will be issued in the event of any county-wide increase in MSBU assessments (excluding Pensacola Beach). This is a precautionary measure pending approval of MSBU rate changes by the Board of County Commissioners for FY 2015/2016.

BUDGETARY IMPACT:

Funding: Fund 143, Fire Protection, Cost Center 330206, Object Code 54701.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Purchase Order form of Contract will be used.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Escambia County, FL, Code of Ordinance, Chapter 46, Article II, Purchases and Contracts.The Office of Purchasing advertised the Invitation to Bid PD14-15.062 on June 8, 2015. Five vendors were notified on June 8, 2015. Four bids were received on June 22, 2015. Evergreen of Pensacola Corp. is the lowest responsive local vendor. The local preference was applied in this award in compliance with Chapter 46, Article II, Sec 110 - Local Preference in sealed bid process.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will distribute the Purchase Order.
