RECOMMENDATION:
Recommendation Concerning the Contract Award for PD 19-20.063 Design Services for Fire Station Design for Beulah and Pleasant Grove - Cassie Boatwright, Director, Facilities Department and Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board award and authorize the County Administrator to sign the Agreement between Escambia County and Townes + Architects, P.A., per the terms and conditions of PD 19-20.063, Design Services for Fire Station Design for Beulah and Pleasant Grove, for Basic Services, a lump sum amount of $427,220, with Additional Services at an amount not to exceed $227,042, and Allowances for an amount not to exceed $131,991, for a total amount of $786,253.

A Request for Letters of Interest PD 19-20.063, Design Services for Fire Station Design for Beulah and Pleasant Grove, was distributed via Government Forms Software to 199 registrants representing 86 firms.
BACKGROUND:
Beulah Fire Station:
The existing facility was built in 1977 by the members of the Beulah Volunteer Fire Department. The County purchased the facility in March, 2020. It has become apparent that a modernized fire station that is storm hardened is necessary. The facility could not only accommodate the fire staff but also the community needs. The fire station is very much a part of the community in which it resides and could be utilized by homeowner associations, civic groups, neighborhood watch groups, etc.
 
The station is often staffed 24/7. The current station lacks adequate living facilities. There were no true bunk rooms or adequate shower facilities. The kitchen facility does not meet the requirements for the needs of the firefighters. The layout of the fire truck bays currently does not allow for a ladder truck to make the turn to have a drive-thru bay. Because of the rapid growth in the Beulah Community, there is need for a ladder truck.
 
County Emergency Medical Services is contributing funding to add facilities for EMS. This would be utilized as an EMS post, able to accommodate their personnel, equipment and apparatus needs. Future consolidation would allow EMS crews to conduct shift changes at this facility leaving an EMS unit in the Beulah Community. Additionally, EMS could staff an additional crew during inclement weather.
 
Pleasant Grove Fire Station:
The existing facility was built in 1986 as a repair shop for garbage trucks. The County purchased the facility in 1991 and converted it into a fire station. ECFR has utilized the facility ever since adapting as necessary to provide 24/7 coverage. Additionally, space would be provided for community needs.
 
The current facility is lacking a large enough kitchen area to accommodate pantries and room for storing utensils, pots, and pans. Currently each shift utilizes the hallway to have pantries for storing food in an air conditioned and heated area. This takes up a portion of the hallway decreasing the egress and ingress area. The sleeping facilities are lacking and only able to accommodate four personnel. The current facility only has one restroom with a shower and has to be accessed from the truck bay area.

Procurement:
A Request for Letters of Interest PD 19-20.063, Design Services for Fire Station Design for Beulah and Pleasant Grove, was distributed via Government Forms Software to 199 registrants representing 86 firms. Responses were received from seven firms on May 5, 2020.

Upon discussion with the Short-Ranked firms, the Selection/Negotiation Committee ranked the short-listed firms in the following order:
1. Townes + Architects, P.A.;
2. STOA Architects; and
3. Quina Grundhoefer Architects, P.A.
 
During negotiations, it was requested that Townes + Architects, P.A. provide 3 proposals, Beulah Fire Station Design Only, Pleasant Grove Fire Station Design Only, and a combined proposal for the design of both projects.  At final negotiation, fee proposals were presented as follows:
 
Beulah Fire Station Design Only $446,227.50
Pleasant Grove Fire Station Design Only $441,708.00
Total for Design of Fire Stations Separately $887,935.50
Beulah & Pleasant Grove Fire Stations Designed Together $786,253.00
County Savings in Design Fees by Combining Projects $101,682.50

The recommendation to award design of the projects together does not preclude the County from constructing the projects separately. If the County constructs the projects together, the design fee will be decreased by an additional $15,060.

All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G: Consulting Services for Stand-Alone Projects and the Purchase Order.
