| RECOMMENDATION: |
Recommendation Concerning the Contract Award for Community Development Block Grant Housing Rehabilitation Services for 305 Hicks Street - Clara Long, Neighborhood & Human Services Department Director
That the Board take the following action concerning the Contract Award for Community Development Block Grant (CDBG) Housing Rehabilitation Services for 305 Hicks Street:
A. Authorize the County Administrator to sign the CDBG Housing Rehabilitation Services Program Agreement between Escambia County, Florida; McDELT, LLC, Contractor; and Sally Bonner, Owner; per the terms and conditions of NED C-R-2020-6, NED CDBG Housing Repair for 305 Hicks Street, for the tabulated bid total of $56,050; and
B. Authorize the issuance of a Purchase Order.

| BACKGROUND: |
An Invitation to Bid for project NED C-R-2020-6, NED CDBG Housing Repair for 305 Hicks Street was published in the Pensacola News Journal on May 22, 2020, and on Vendor Registry on May 29, 2020 (Exhibit I), and accessed by 85 firms including construction resources such as the Construction Journal and Construction Bid Source. A mandatory pre-solicitation conference was held on June 5, 2020, at the property, which was attended by seven firms. Sealed bids were received from three firms on June 15, 2020. After tabulating the bids for all submissions, it was discovered that the base total bid on the summary bid sheet from MCDELT LLC, the low bidder, did not correspond with the itemized bid amounts provided as backup. The itemized bid total was still the lowest and most responsive bid received for this project, therefore staff recommends contract award to MCDELT LLC (see Exhibit II for Bid Tab and McDELT bid submission). The Program Agreement is provided as Exhibit III, which will award the Contract for $56,050.
Repairs for this property will include abandonment of old septic system and grease trap; installation of a new septic system; installation of two new windows in bedrooms to meet egress requirements; replacement of two exterior doors with hurricane rated doors; removal and replacement/repair of deteriorated floor joists throughout home; replacement of all water supply and drain lines; installation of new water heater; installation of new plumbing fixtures to include ADA features for homeowner; installation of new vented range hood; complete re-wire to include addition of smoke and carbon monoxide detectors, GFI receptacles, and light fixtures; new cabinetry in bath and kitchen; and repair/replacement of rotten exterior siding and fascia. |

| POLICY/REQUIREMENT FOR BOARD ACTION: |
| This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts. The project and Agreement are in compliance with the CDBG program requirements and the property owner meets all eligibility guidelines for assistance under this program. |
| IMPLEMENTATION/COORDINATION: |
| The Neighborhood Enterprise Division will submit the Purchase Order and will have administrative oversight of the project. |
