Recommendation Concerning a Purchase Order for Laboratory Services to Support NCCA Sampling in the Pensacola and Perdido Bay Systems - Matt J. Posner, Interim Director, Pensacola & Perdido Bays Estuary Program through J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the County Administrator to sign a Purchase Order, in excess of $25,000, for laboratory services to support the Pensacola and Perdido Bays Estuary Program (PPBEP) National Coastal Conditions Assessment (NCCA) intensification sampling in the Pensacola and Perdido Bay System to Great Lakes Environmental Center, Inc., in the amount of $49,726, per the terms and conditions of the Laboratory Services Request for Quotations. Testing will include sediment quality ($13,708), fish quality ($10,718), and benthic quality ($25,300).

The Request for Quotations was advertised through Vendor Registry to 45 firms representing 86 registrants on June 1, 2020. 59 registrants opened and viewed the Request for Quotations. At closing on June 12, 2020, four quotations had been received.

BACKGROUND:
The U.S. Environmental Protection Agency’s National Coastal Conditions Assessment (NCCA), originating as EMAP in the 1990s, was developed to provide the public and decision-makers with improved, statistically valid environmental information for the Nation’s coastal waters. NCCA seeks to identify common water quality impairments, trends, relative importance of key stressors, and targets for investment. Surveys are completed every five years to provide a snapshot of coastal water conditions. NCCA indicators include a Water Quality Index, Sediment Quality Index, Fish Quality Index, Benthic Index, and Human Health Index.
 
Historically, NCCA has had a presence in the Pensacola Bay System and Perdido Bay System of no more than seven sites. In June 2019, Estuary Program staff met with EPA’s Office of Water to discuss implementing an intensification study in both bay systems. The additional data collected through an intensification study allows for analysis on a finer scale, making it more useful at the local and regional level. EPA’s Stratified Probabilistic Sampling Design was utilized to determine a need of 30 sampling sites to achieve 90% confidence in conditions of both bay systems. As seven sites were already programed for 2020, this resulted in an intensification of 23 sites.
 
The NCCA intensification study will provide the Estuary Program with a current snapshot of trends, concerns, and opportunities as the Comprehensive Conservation and Management Plan (CCMP) is developed. Further, the information gleaned from NCCA will be utilized to develop a preliminary State of the Bay Report. The Estuary Program Policy Board authorized expenditures for the NCCA sampling intensification from the Program's EPA Grant Monitoring budget at their May 27, 2020, Board meeting.
 
EPA’s Gulf of Mexico Division, Office of Water, Office of Research and Development, and Region 4 have been extremely valuable partners. EPA has committed to covering costs of the Water Quality Index and Human Health Index, in addition to providing field resources (including boats and personnel) to assist in the intensification study. Field work is expected to commence late summer 2020.

Pensacola & Perdido Bays Estuary Program staff will coordinate with the Office of Purchasing to request issuance of the Purchase Order.
