| RECOMMENDATION: |
Recommendation Concerning the Issuance of a Blanket Purchase Order to Sunbelt Concrete Crushing, LLC, in the amount of $48,000 - Patrick T. Johnson, Waste Services Department Director
That the Board take the following action:
A. Approve the issuance of a Blanket Purchase Order, to Sunbelt Concrete Crushing, LLC, in the amount of $48,000, for crushed concrete to be used for construction and maintenance of all-weather access road for Landfill Operations; and
B. Authorize the County Administrator to sign the Purchase Order.

| BACKGROUND: |
The Perdido Landfill is requesting concrete crushing services for the processing of up to 8,000 cubic yards of concrete rubble stockpiled at the Perdido Landfill.
In accordance with Florida Administrative Code 62-701.500 (12) (a), an all-weather acces road is required for Landfill Operations. To comply with this requirement, Waste Services accepts and stores concrete, asphalt and brick. Upon sufficient volume of material stockplied, concete crushing services are needed to process this material for road construction. Construction and maintenance of the road is completed with in-house resources. Access roads built from demo concrete provide a safe and stable ingress/egress for landfill customers; provide a more efficient landfill operation and generate recycling credits counted toward Florida's recycling goal. On May 7, 2020, the BCC approved the renewal of a Recycling Permit for an existing asphalt/concrete crushing recycling and processing facility located at 13009 Beulah Road, Cantonment, Florida, owned by Escambia County. |
