RECOMMENDATION: |
Recommendation Concerning the Issuance of a Fiscal Year 2019/2020 Purchase Order, in Excess of $25,000, for Floridian II Ditch Rehabilitation and Godwin Pit Regional Stormwater Pond Phase II Project, for the Engineering Department - Joy Jones, P.E., Engineering Department Director
That the Board, for Fiscal Year 2019/2020, approve the issuance of blanket and/or individual Purchase Orders, in excess of $25,000, based upon previously-awarded Contracts, Contractual Agreements or annual requirements for the Engineering Department:

BACKGROUND: |
The Engineering Department utilizes the Abbreviated Selection Procedure to award design Contracts for projects under $50,000. The documentation for this selection process is provided.
Firms were ranked as following on April 2, 2020:
1. Mott MacDonald;
2. Thompson Engineering, Inc.; and
3. Sigma Consulting Group.
Negotiations with Mott MacDonald were held on June 4, 2020.
The Board awarded a continuing Contract, Contract PD 02-03.79 "Professional Services as Governed by Florida Statute 287.055", which shall provide for the issuance of individual Task Orders based on specific scopes of work.Task Orders are individually negotiated based on a Fee Schedule and any additional negotiated services required within the scope of work.
This Task Order will be awarded to Mott MacDonald to provide engineering design services to develop 100% construction plans for associated drainage improvements for the Floridian II Ditch Rehabilitation Project. Professional design will include but not be limited to the drainage system, structural components, and permits from Northwest Florida Water Management District (NWFWMD) and the Florida Department of Transportation (FDOT). |

This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board. |
IMPLEMENTATION/COORDINATION: |
Upon approval, the Office of Purchasing will issue a Purchase Order. |
