RECOMMENDATION:
Recommendation Concerning Acceptance of the U.S. Environmental Protection Agency Grant Agreement in the Amount of $297,220 - Matt J. Posner, Interim Director, Pensacola & Perdido Bays Estuary Program through J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action regarding the U.S. Environmental Protection Agency Grant Agreement No. 01D08220 for the Pensacola & Perdido Bays Estuary Program:

A. Accept the U.S. Environmental Protection Agency Grant Agreement No. 01D08220, for the Pensacola & Perdido Bays Estuary Program, in the amount of $297,220; and

B. Authorize the Chairman of the Pensacola & Perdido Bays Estuary Program Policy Board to execute all future Grant Agreement related documents, subject to Legal review and sign-off, such as no cost time extensions and no cost amendments.

BACKGROUND:
The U.S. Environmental Protection Agency (EPA), Gulf of Mexico Division, issued a Request for Proposals in fall 2019 targeting water-borne trash removal, reduction, and prevention in coastal waterways. The Pensacola & Perdido Bays Estuary Program (PPBEP) submitted a proposal in November 2019, targeting three creeks in the Pensacola Bay System. In March 2020, EPA  announced PPBEP's proposal was one of 17 proposals selected across the entire Gulf Coast.

Water-borne trash is a global issue, with far reaching consequences and impacts; however, the problem starts in local waterways, parking lots, and roads. Trash-clogged creeks and streams are not only unsightly, they can pose serious health and safety risks. This project will identify and mediate potential sources and contributors of water-borne trash in three creeks of the Pensacola Bay System: Jones Creek in Escambia County, Carpenter Creek in the City of Pensacola, and Pond Creek in northern Santa Rosa County. All three creeks have experienced degradation due to alteration and development, and all three drain into impaired waterbodies. This project will heavily engage the community in trash removal and prevention, engaging local businesses, existing grassroots efforts, and area schools to reduce water-borne trash and improve the safety, health, and beauty of local creeks.

This project also supports PPBEP’s mission of protecting and restoring water quality and natural resources within the Pensacola and Perdido Bays' and watersheds through partnerships, using a scientifically-sound, community-based approach to enhance resilience. It will further support development of the Program’s Comprehensive Conservation and Management Plan (CCMP) and engage the Technical, Education, and Business Partnership committees within PPBEP’s Management Conference.
