RECOMMENDATION:
Recommendation Concerning the Acceptance of the Bureau of Justice Assistance Coronavirus Emergency Supplemental Funding Program Fiscal Year 2020 Formula Grant - William R. Powell, Director of Corrections

That the Board take the following action regarding the Bureau of Justice Assistance Grant Award to provide funding to assist eligible local units of government in preventing, preparing for, and responding to the coronavirus, as related to related law enforcement and corrections programs:
 
A. Approve the Acceptance of the Bureau of Justice Assistance Grant, Coronavirus Emergency Supplemental Funding (CESF) Program Solicitation Fiscal Year 2020 Formula Grant, in the amount of $370,107;
 
B. Authorize the Chairman to sign OJP Form 4000/2 for Grant Acceptance as the Authorized Grantee Official; and
 
C. Authorize the Chairman, as the County's authorized official, to execute any Amendments or other related documents as may be required for this Grant.

BACKGROUND:
As Authorized by the Board on May 7, 2020, the Escambia County Corrections Department submitted the U.S. Department of Justice, Bureau of Justice Assistance (BJA) Fiscal Year 2020 Coronavirus Emergency Supplemental Funding (CESF) Program Formula Grant. The program is intended to provide funding to assist eligible governmental agencies in preventing, preparing for, and responding to the coronavirus. These funds will go directly to support criminal justice needs related to coronavirus. Escambia County, based on the formula Grant, has been allocated $370,107. No local match is required.
 
Management teams from Escambia County Corrections (Corrections), Escambia County Sheriff’s Office (ECSO), Clerk of Court, and County Administration met via teleconference on April 21, 2020, and April 22, 2020, to discuss project proposals based on the permissible uses of CESF funds. An agreement was reached to allocate Corrections $105,000 and ECSO $265,107. Corrections proposes the utilization of Grant funds for Personal Protective Equipment, sanitation/disinfection supplies and equipment, enhanced filtration supplies for HVAC systems, and advanced indoor air quality purification equipment. ECSO requests CESF allocation to fund off-road all-terrain vehicles (ATV) to patrol and enforce beach closures and social distancing requirements, laptop computers to provide portable work access for employees practicing Florida’s “Safer at Home” executive order, Personal Protective Equipment, and sanitation/disinfection supplies.
BUDGETARY IMPACT:
The Grant draw-downs will be processed on a cost reimbursement basis. No additional funds are being requested from the Board.
LEGAL CONSIDERATIONS/SIGN-OFF:
The award acceptance document has been reviewed and approved for legal sufficiency by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
The Corrections Department staff will manage and implement the Grant project.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation complies with all provisions of the Board of County Commissioners' Grant Policy.
IMPLEMENTATION/COORDINATION:
Corrections Department Staff will administer the Grant related project.
